We used to have serious problems with having any available lists due
mostly to staff negligence of their outdated files.

We purchased another set of records (we had 1.25M, now we have 1.875M).
We took the opportunity to redo the distribution and number of lists in
ASAA. We have two libraries (University and Law), so we divided the
number of records and let each library choose how they wanted their
records divided.

Once that was established we set up the University Library's 92 review
files in ascending order by the max record, so they go from the 500
records up to the 2 largest files with 150k records each.

After those are the 49 review files for the Law Library again in
ascending order from the smallest (again 500) to the largest (2 x
125k).

Staff are expected to use the files set aside for their library and to
either use Millennium or to own the files in the character based
system.

Since then, we've only had a few instances where staff used files in
the wrong group (and those were easily moved) and we've had no
complaints about the lack of review files.
