This is where the max item A, B, C and D part of the blocking table work beautifully. This is assuming that each library has different patron types so you can block them selectively. See #105402 in the manual for how to set this up.

Greetings, all.
I have not been able to discover how to (or even if one can) block
requests by one branch library's patrons for selected (rather than all)
materials held by another library. (I know: why would you want to, but
politics being what they are ...)
For example, let's postulate a 3 library system: Library A, Library B, and
Library C.
Library A will lend all its circulating materials to its own patrons and
to those of Library C but will loan only its Public Health Materials
Collection to those of Library B.
Therefore, when a patron of Library B searches the union catalog and
requests an item from Library A that is not in Library A's Public Health
Materials Collection, the request for a hold must be blocked and some
message of the sort, "We are sorry, you may not request materials from
this library except for those in the Public Health Materials Collection"
displayed to the Library B patron.
This does not seem to be a "Request Rules" situation nor does it seem to
be a "Loan Rules" situation nor does it seem to be a Scoping situation.
Please, any ideas?
