It's an OCLC issue. They have promised a fix in the next version of the
client.

I have noticed a recent problem with URLs in records downloaded from
OCLC. If there is an underscore "_" in the URL, its position is being
shifted. For example, the record as created in OCLC has the URL
http://sfgov.org/site/sfenvironment_meeting.asp?id=39021
When this record was exported to our Millennium system, it appeared as
http://sfgov.org/site/sfenvironmen_tmeeting.asp?id=39021
[Note that the "T" in "environment" has been prefixed to the word
"meeting"]
This has happened a couple of times in the last few months. If you use
the hex code "%5F" (which was required by OCLC up until a recent
upgrade) instead of the underscore, there is no problem.
Has anybody else notice this problem? And hopefully figured out a
solution?
