[IUG] HOLD button missing for bibs with "on order" + "billed" items

Hi folks...

We recently upgraded to R2006, and staff have reported that the "HOLD" button is
missing in the OPAC for those titles that have one item "billed" and one "on
order".  We allow holds on "on order" items, but not "billed" items.  Any ideas
where I can check / fix this?
