Some of our loan rules are set to charge overdue fine only if a hold is
placed on the item (fine incr if recall = $1.00). The fine starts on
the next day after it's due. This has worked well with 2 exceptions:

-The fine disappears after the hold is expired (after the "not wanted
after" date). This doesn't encourage the borrower to return an item
sooner if the person figures out that the fine will disappear after a
while.
-When there are two overdue items on the same title and there is a
title level hold, the first person that returns the overdue item gets
fined but the second person does not get charged. Not very fair to the
first person.

We would like to make the fines stick in both cases. Does anyone know
a solution to this? I have an open call with III but I have a feeling
that this may be an enhancement request.
