[IUG] Paton online renewals

Dear all,
We were planning on going live with online patron renewals, so I changed our Innopac System Options (OPAC options) from:
Patron can renew own items: NO to
Patron can renew own items: 2 > YES, if not overdue
and restarted.
We didn't want to go with option 3 > YES, even if overdue. However, a quick test shows that readers *can* renew even if overdue - obviously not what we wanted. Has anyone come across this before? They option screen looks pretty straightforward to me but maybe I'm doing something really wrong?
