Brooks Fancher from Homewood Public Library was able to correctly answer the
question. His answer was:

" With Netlibrary this is usually caused by a cookie setting.



On Firefox, check Tools - Options - Privacy - Cookies to see the cookie
settings. "Allow Sites to set cookies" must be checked and "for
originating sites only" must be unchecked.



There are also some advanced things that can happen, like removing
cookies and telling it to not allow the site to set anymore cookies. To
check on this, you can click on the exceptions and look to see if any
sites have been blocked from setting cookies. "
