[IUG] Overlay and duplicate entries

In the duplicate entries heading reports, we sometimes
find 2 records with the same OCLC number.

However, our system has been set up to automatically
overlay the record if they have the same OCLC number.
Staff in other unit says that they won't go back to
add OCLC number to the short bib records.

My question is since the system will auto-overlay bib
records with the same OCLC number, why there are still
few records cannot be overlaid and appear in the
duplicate entry reports?

Anyone has the same problem?
