OK, not to beat a dead horse, but I want to set the record straight.
1) NetLibrary didn't make any changes to their website. When I was
seeing a different looking page, it was the non-IP-recognized webpage.
I don't know why NetLibrary wasn't recognizing my IP address.
2) No other libraries reported problems accessing NetLibrary. My guess
is we had a problem upstream but not so far upstream that other
libraries would notice.
Case closed.

FYI -
Yesterday, NetLibrary launched a completely redesigned website. Last
night I was able to access the website from home using
http://www.netlibrary.com/ but I could see that they had added popups
and were pulling images from akamai.net. Not sure what else they
changed.
Last night I was not able to access NetLibrary from our WAM-ized URL.
I wrote directly to NetLibrary and told them we could not access their
site.
This morning about 8am it started working again from both inside and
outside our library using our WAM-ized URL. This is good news. It
looks like they rolled back the changes they had made.

Starting today, we have not been able to access NetLibrary through our
WAM table. Is anyone else having problems with access? It looks like
they have totally redesigned their website.
