Some things I notice:

1)
Your proxy.pac file is returning the IP address, rather than the DNS name:

  if( shExpMatch( host, "serials.abc-clio.com")) return "PROXY 128.109.48.1:8080";

rather than:

  if( shExpMatch( host, "38.113.18.*")) return "PROXY sculib.scu.edu:8080";

2)
You might try setting your SSLPORT and SSLPROXYPORT to include your DNS names:
SSLPORT=80:443:wncln.wncln.org:wncln.wncln.org
SSLPROXYPORT=80:443:wncln.wncln.org:wncln.wncln.org
