We had a similar situation that TNS wouldn't work, but our fix was to simply reset the detail file. On our version of TNS we issue these commands:
[CTRL]+[F5] // :CLEAR-FILE DETAIL // :OFF // GO

Subject: [IUG] TNS problems after upgrade to General Release 2005
We upgraded yesterday from 2005LE to General Release 2005 and on the
Telephone Notification System an error comes up when I go into
connections and test the connections "Test connection failed because of
an error in initializing provider, [MySQL][ODBC 3.51 Driver] Client does
not support authentication protocol requested by server; consider
upgrading MySQL client". Has anyone run into this situation and found
out how to resolve it? We received the system pre-configured from
Innovative and the upgrade shouldn't have changed the IP address. The
TNS documentation doesn't provide any useful information. I appreciate
any pointers or suggestions from anyone who has encountered this
problem.
