The thing about penalty points is that you'll only be encouraging
patrons to steal the books instead.

We have a fines-based system, and I can't say that it much discourages
people from returning items late. Given our stats on outstanding money
owed and billed items, I'd have to say that fines are a failure.

I'd love to use penalty points, and have been suggesting the idea here
for years. With penalty points, after a certain threshold, a patron
wouldn't be able to check anythign out for a specific peiod of time
depending on how many pp's they'd accrued. I know that would certainly
be incentive here for people to get things back, but the trick is
getting your administration to agree to it, and if you're a public
library, your town (especially if they see the fines as a source of
"income", even though you may technically be a non-profit).

I know pp's are very big in Australia.
