Weird problem with WAM: < and > deleted on GET requests

Has anyone else experienced this?

It seems that if you call up a URL that contains URL-encoded 
greater-than (>) or less-than (<) characters, they are NOT sent to the 
remote server. For example: compare these links to Google Scholar:

http://scholar.google.com/scholar?q=testing+%3Cit%3E&ie=UTF-8&oe=UTF-8&hl=en&btnG=Search
http://0-scholar.google.com.YOURMILLENNIUMSERVER.HERE.EDU/scholar?q=testing+%3Cit%3E&ie=UTF-8&oe=UTF-8&hl=en&btnG=Search

The query box in the first page shows:
 testing <it>
The second shows:
 testing it

This causes several services like IEEEXplore to fail, as their searches 
require <>'s (example: test <IN> title )

We have reported this and no answer has come up yet, however I was 
wondering if this was a general problem or not. We are running the new 
Release 2005 since September 16th.

I have not tried this on POST requests... (where the queries go not on 
the URL but on a separate header)
