Foreign & Special Char display

U. of North Texas is having issues with foreign and special characters displaying correctly on WebOPAC. The browser used for public terminals is IE. Special characters display as small boxes in IE.
I read "Downloading, Displaying, and Printing Diacritics" on http://csdirect.iii.com/faq/diacrit.shtml and Arial Unicode US.ttf can solve this issue. I also learned that it is no longer available for download on Microsoft's website. I opened a call with Innovative asking if they have the "other available Unicode fonts", but I didn't get the answer.
How are you dealing with the displaying and printing diacritics/special characters in your libraries?

Download the "Arial Unicode MS.ttf" from Microsoft to your C:\ drive (e.g., C:\TEMP).
Microsoft no longer provides the option to download the "Arial Unicode MS.ttf" file from the Microsoft Web site. We are currently looking into other available Unicode fonts and will provide additional information when available.
