Rotated strings in LCSH subject headings

["Davey ,Mr Paul" <p dot davey at wellcome dot ac dot uk>]

Have you any comments please about the pros or cons of having the rotate string feature turned off?
We are considering doing so because of a complaint from desk staff about a search on

"Philosophy -- History"
ie the history of philosophy 
bringing up results also for 
"History -- Philosophy"
ie the philosophy of history

but that is just one anomalous case and I'm afraid of throwing the baby out with the bathwater.
