I can't answer all your questions but will try and answer some.

The text for the scope menu is maintained in Alter System Parameters ->
Maintain Scope Menu -> Change Menu Line -> (Select number). I don't know if this function is available in Millennium Admin.

We have the Language File Maintenance option on our system where we can input translations of words, phrases and sentences. It's rather cumbersome to use but at least we can input translated texts ourselves.
There are currently 1455 entries in this file.

There are also words and phrases which we cannot find anywhere and we
have to send them to the helpdesk to be keyed in.

The whole business of maintaining multiple-language OPACs is cumbersome and poorly structured. I wish there were better documentation.
