SCAT Table Help Requested

We are trying to set up our SCAT table and the results we are seeing in
the Size of Collection reports don't match what we expect to have in our
training catalog for those call number ranges.

Our SCAT table in our training database looks something like this
(excerpt):

SCAT FILE MAINTENANCE (Call number)
STARTING #     ENDING #      CATEGORY  DESCRIPTION

01 > 0000      009.9999          1     000-009.9999 Computers
02 > 0010      0099.9999         2     010-099.9999 Books and Journalism
03 > 0100      0129.9999         3     100-129.9999 Philosophy

The "Size of Collection report" looks like this (excerpt):

Range	             Description	                Record Count
00001-009.99992	 000-009.9999  Computers	    160 (under-reported)
00104-0099.99994   010-099.9999  Books and Journ   2141
01005-129.99995    100-129.9999  Philosophy          26 (over-reported)

Also, can anyone tell me what the numbers in the "Range" column mean and
give us some help setting up our table to report correctly?
