The only thing I can think of is to delete the email address from the patron record. If you want to email it some of the time but not all of the time, you could change it back and forth from an email field to a note field. Not a very elegant solution.

I was wondering what other libraries did when you have a notice that you
don't want to email. I can move them all to the print queue, and then
not mail the one that I don't want to go, but then all those notices
turn into print notices. Has anyone figured out how to work around
this?
