Thanks to everyone for their suggestions.
The solution below from Robert Cook worked great. I had missed the
securities on the folder originally.

The remedy I found was that I had to set up the Windows XP security to
give users full rights to the Innovative Millennium desktop icon in the
Users Desktop folder and full rights to the C:\Millennium folder as
follows:
Innovative Millennium Desktop Icon Security Setup
- Right click on the Innovative Millennium icon on the desktop
- Sequentially click on Properties, Security, Advanced, Add, Advanced,
Find Now
- Scroll down list and select Users
- Sequentially click on OK, OK, the box next to Full Control under the
Allow column, OK
- Click on Users in the list
- Sequentially click on Apply, OK, OK
- Right click on Start and select Explore, then drag the Innovative
Millennium icon to the All Users Desktop folder
C:\Millennium folder Security Setup
- Sequentially click on Properties, Security, Advanced, Add, Advanced,
Find Now
- Scroll down list and select Users
- Sequentially click on OK, OK, the box next to Full Control under the
Allow column, OK
- Click on Users in the list
- Sequentially click on Apply, OK, OK
