There could be permission issues on the desktops that are trying to download
the JAR files so you may check to see if the user has rights to use this
functionality.

We loaded last night and had the same issue for several staff members that
were tied to a piece of the Millcirc software we had costumed designed for
our university. This functionality was built into 2005 and the logins that
were tied to the custom software that was sitting on top of the 2005 load of
Millennium Circ were failing to load. Once this custom software was
dismounted they staff could log into the system without a problem.
