We use department cards. Often things are requested for a department's
use so these cards are used for checking things out to a department for
longer loan periods than what staff have and for placing holds on
materials needed by a department for a project.

institution? We have discussed creating generic fake library employee
patron records for the desks, but there are objections to doing this -
on the theory that we don't want to get in the habit of creating fake
patron records (sort of a slippery slope issue) as fix-its.
