You're pretty much right as far as I know. You can also have different search help screens for each scope, but I don't know of a way to change the buttons. After checking the manual I discovered that you can have different icons for each scope, which makes me wonder if the same will be true for buttons down the road, but for now it looks like everyone uses the same buttons.

Greetings,

The managers of one of our scoped sites wants to have an entirely
different look and feel from our main web OPAC. I have explained that we
can change the top logo and css, but they want all of the buttons (Start
over, brief display, modify search, etc) and Partner links to be
different from ours as well. Does anyone know if this possible? It
doesn't seem to be to me, but before I say no I want to make sure.
