This is not hard to do, but as far as I know it cannot be done wholly
within III itself. The following process will work just fine:
1) Export the bib records
2) Convert the records to text with a utility like MarcEdit

3) Throw out any junk 9xx fields that contain data you don't want (the
bib number, item data, etc), generate 949's containing your item data
and append these 949's to the appropriate bibs. Don't forget to set a
bib level location unless you plan to run maintain links afterwards.
If I'm understanding you correctly and you want duplicate bibs for
anything held by more than one library, be sure to specify a null
overlay point so that all records insert.
4) Convert your modified records to MARC and load.
That's it (except for I left out the step about plugging your ears when
the people who asked you to create all these new bibs complain that
they're confused by duplicate records in search results ;)). If you
haven't done this already, defining scopes so that libraries can't mess
with each others' records will drastically reduce future headaches.
BTW, you'll want to make sure that your load tables don't allow
automatic record overlays from normal cataloging activity. Otherwise,
the libraries in your shared system will constantly blast each others'
records.
