Use create lists to find current serials titles?

We are a new installation, and have just started creating our serials 
checkin records for all 35 sites.  Our question:  is there a way to create 
a list of serials which are active, so that we can create checkin cards 
just for those titles for each site?  We have thought about limiting by 
journal location code, but then get stuck on what would be the best way to 
capture the "currentness".  We have holdings data from Serhold (National 
Library of Medicine), so we are wondering how we can use that-- to create 
a search statement along with the journal loc code, or are we completely 
off track here?
