We had this error message on the PCs in our training room immediately
before our recent Millennium training. After frantic phone calls to
Innovative, etc. it turned out that we had not allowed access to
Millennium in Limit NETWORK access administration from the subnet where
these PCs were located on the campus.

Have you checked that access to Millennium is allowed from the IP
address/range of your branch library?
