We use an absolute date only for staff land faculty loans. You calculate the number of days from Jan 1 and put that number in the rule. In our case it is March 15. We use the appropriate number and do have to change it for leap years and also for the years that the day falls on a day we aren't open.

We have not experienced in trouble with blocking, renewals or anything. We do have to change the number to 365 + the number a few weeks before March 15 so that it starts calculating for March 15 of the following year. Once we do that, we notify staff and faculty and they can do renewals so that the date is March 15 of the following year.

The other thing we do is that faculty and staff can have the material for an initial 28 day period before it is recallable. If another users wishes to place a hold on the book, then it is expected that the item is returned within the normal return period after the item has been recalled.
