INFORMATION TECHNOLOGY MANAGER
Technical Services/Information Technology Department

GRADE: L
SALARY: $66,049 - $89,542 *($71,663 - $97,153)

GENERAL STATEMENT

Under the direct supervision of the Manager Technical Services is
responsible for the direction and performance of the Information
Technology Department involving a thorough knowledge of PCs, software,
computer operations, data and voice communications technology, systems
architecture, hardware, e-commerce, IT management techniques, and
customer service.



GENERAL RESPONSIBILITIES

Manages the IT department staff including, hiring, technical advice and
performance evaluations. Assigns projects and tasks to IT staff and
manages Library's IT functions: data and voice telecommunications,
library automation system, network servers and microcomputers. Oversees
all use of web technologies. Plans future technical developments for
the Library in concert with Administrative team. Researches and studies
costs, system compatibility and customer needs. Determines
software/equipment to be tested. Recommends purchases and oversees
installation and rollout. Negotiates and manages all IT-related
contracts and ensures compliance with SPA regulations and other
regulations applicable to software licenses. Recommends appropriate
standards and configurations of hardware, software and procedures
necessary for smooth operation of the library's computer and telephone
systems. Oversees system security, and safeguards the confidentiality
of all library electronic records. Works with Facilities and Operations
for automation related needs: equipment installation, electrical
installation and millwork in support of technical projects. Assists in
training of IT personnel, and provides necessary training/documentation
for new technology to assist the Human Resources Training Coordinator in
conducting public service and support staff training. Establishes and
promotes a service ethic, and stays attuned to a customer service-based
philosophy. May occasionally work directly with patrons at the customer
service desk. Prepares 3-year technology plan and budget as required by
the State Library of Ohio for LSTA grants and e-rate qualification.
Consults with outside experts as necessary. Serves and represents the
Library on appropriate community committees or activities related to IT,
and attends special library and community functions as requested.
Performs other duties as assigned.



KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

Comprehensive and current understanding of Information Technology field
including voice and data telecommunication, library automation, network
server and PC technology. A demonstrated knowledge of diverse technical
experience in studying and analyzing system needs, system development
and systems process analysis and design. Knowledge of software
licensing regulations. Ability to adjust easily to new and changing
technology. Ability to provide vision for digital and traditional
library service. A demonstrated ability to self-motivate, prioritize
projects and multitask. Ability to work under pressure of deadlines,
and to motivate staff. Must have excellent interpersonal, verbal, and
communication skills, and possess the ability to communicate effectively
concepts, ideas and requirements in a highly professional manner.



QUALIFICATIONS AND REQUIREMENTS

Bachelor's degree in Computer Science or closely related field required
and appropriate certifications preferred. Seven (7) years of experience
in an Information Technology environment with a minimum of three (3)
years in a management/supervisory position required. Demonstrated
experience developing HTML and web-based services required. Diverse
technical experience relating to studying and analyzing systems needs,
systems development and systems process analysis, design and
re-engineering. Ability to work a flexible schedule of hours required.
Upon appointment must possess a valid driver's license, and be able to
meet the library's vehicle insurance requirements.
