I have had this same problem and noticed it happens more if I try to limit my search.
If you get an answer I'd love to know how to "fix" this.

Using Millennium 2005LE:
We use Z39.50 for grabbing records in Acquisitions. For the past couple of
days, however, our Z39.50 service keeps freezing up and we get the dreaded
message: "The server is not responding. The client must be restarted. If
this problem persists, please contact Innovative." I've tried just limited
to one server (Library of Congress) and did a title search for Pygmalion.
It found 34 entries, but when it gets to receiving 16, it stops and freezes.
I also tried it with OCLC's WorldCat and got 1,000+ entries, but when it
gets to receiving 80, it stops and freezes. Yesterday, I restarted the
server, hoping it would clear it up, but to no avail. Any ideas?
