Hi Sally (et al) -- 

The enhancement asked for in ballot item P3 appears to be an expansion
of the current changes that are coming in Release 2005 for serials.  For
that reason, it probably should stay on the ballot.  We have left
requests on the ballots for situtations where people have asked for
additional options or more local control of new features in the system.
