Our Offline Circ is... offline

We have a curious problem that just keeps getting more bizarre.  Our
consortium had been experiencing intermittent router problems that would
take down Millennium Circulation for short spans of time, say 2 hours or so.

When staff at different locations have tried to bring Offline Circ up to
handle transactions, they cannot bring up the application at all or when
they can (setting up preferences, clearing the transaction file) it freezes
up immediately.  This behavior is consistent across at least 6 different
members of our system, although I cannot replicate it on my own workstation.

I am this close to opening a call, but I am hoping someone else out there
has had a similar experience.  We're running Windows 2000 and most of these
workstations have PIII processors as well as the III version of the JRE.
