Just to add to the topic of telnet. Our campus administrators are
severely limiting access to telnet across the board. Only SSH access is
allowed for a limited number of persons, to a limited number of
functions on a limited number of servers.
This trend started a few years ago and is continuing.

I might be wrong, but I understood that CatME and Passport simply
/cannot/ work with the new internal system they are putting in,
the Oracle backend. They would have to rewrite CatME and Passport
to do it, and they are dropping them on that date specifically because
they do not want (and probably don't have the manpower or time) to
continue to maintain and upgrade those systems.
