No, Request Circles are not the same as Regional Holds. I am not familiar
with the latter but a very quick read of the manual (#101064) has me
thinking that Regional Holds is looking for an available item within the
same region as the patron to place the hold on it. Request Circles are also
about defining what is local to the patron (or rather the patron's pickup
location) but with a view to denying requests on materials available locally
- as in the same circle as the pickup location. If by "circles would have
to overlap" you mean you would have to have the location in two circles then
that is possible. What I do not know is how one would go about combining
Circles and Regional Holds - could be interesting!
