Sounds like it may be the Content Advisor problem. Here's our help page on this topic:
http://www.cadl.org/help/iehelp.htm
We've also run into a Comcast user who was using some kind of Comcast filter tool that required adjustment to the "adult" level to work.

Subject: WAM/ IE question
I have a patron using IE 6.00.2900 who is having the problem of being
redirected right back to the authentication screen after submitting
valid authentication info. He is using a cable modem with a popular
local ISP from whom I have almost no problems with other users.
Most often this problem is solved by having the user change their cookie
settings. In this case I have had no success taking this approach. Are
there any other things I should be checking at this point?
