Amy, I think I've run into this before. There is a generic authority record load table that's designed for initially populating the database. There are also specific authority load tables for names, subjects, etc. If we don't specify the load table in a 949 when downloading an OCLC authority record, the generic one is used.
One feature of the generic table is that the LC ARN in 010 is copied to 001. As long as we specify a load table, I believe we get the OCLC ARNS. We also use the 949 to indicate the source of the record - OCLC, INN-View, vendor load, etc. - in one of our
customizable ACODEs.
Another reason for specifying the load table during OCLC download is the treatment of names or titles as subjects. If you use the generic load table, the indexing is determined by the MARC tag (100's and 110's indexed as author, 150's indexed as subject, etc.). But if you specify the load table for subjects, the authority record will be indexed as subject regardless of the tag used.

When we load OCLC authority records into our OPAC, the ARN is wiped out
rather than input in the 001. The LC control number is duplicated in
the 010 and the 001. This seems odd to me. I would be interested in
hearing if other libraries retain the ARN. I would think it would be
very helpful for updating authority records.
