We ran into the same situation. We are using SIP for self-check and for OverDrive service's patron authentication. All or nothing for *SIP transactions*.
However, SIP authentication is separate from authentication for patrons logging into their accounts, using WAM for remote access, and Inn-REACH authentication. We still require PINs for all of that. I think that is what you mean by "patron management." I'm not sure what authentication mechanism is used by MNLINK.

Reguarding SIP2 and uses other than Selfcheck. I recently ran into the
problem that requiring pin numbers is a global option for all SIP2
licenses. We do not require pins for our selfcheck, but we would like
to require them for patron management and for use with MNLINK, the
minnesota ILL/Union catalog system. From what I have been told this is
not possible. It is either all or nothing.
