You can turn it off yourself
In the telnet you go to system codes,
set system options
data base maintenance
headings report first time use = none

We never look at headings used for the first time. That is the job of our
Authority Control Vendor.
They will then supply us with authority records or give us a very much
smaller unlinked headings report which we do look at. We actually have
turned off the Headings report headings used for the first time so now we
don't even have to deal with getting rid ot it.
