We do that all the time. If you already have an item record on the bib record in your system, just put
949 <blank> <blank> *ov=.b [bib number to overlay] on your OCLC record. It will match with your bib number in your system and overlay it. I assume yours will do the same as ours.

If you have a brief bib record in your system without an item record, then make sure your first 949 is the overlay commanded one, such as above. The second 949 will be your regular item creating one.

Try this and see if it works in your system.
