Batch deleting records from OCLC

Has anyone found a way to batch delete bibliographic records of
withdrawn titles from OCLC using create lists and OCLC Connexion; that
is, without having to manually enter each search key or modify it? I
seem to be missing a piece. Our procedure is to :
1. Supress the record in Millennium using a withdrawl code.
2. Periodically, create a list of "withdrawn" items.
3. In Create lists, create an export file specifying OCLC# as the
element to be exported. If the text delimiter is set to none, a pure
list of numbers is generated. Millennium will create a .txt file that
can be read by OCLC Connexion.
4. In Connexion under the Batch>Enter bibliographic search keys one
can import a .txt file of search keys.
5. In order for Connexion to search by OCLC number each line must be
preceded by the # sign.
I have not found a way to enter the # sign except by editing each line
manually. Has anyone found a way, or setting, to enter a # sign in
batch mode, or, found another work around? Can Millennium be set to add
the # sign when exporting?
6. Set items to delete holdings (this can be done as a batch on the
summary screen) and run batch process in Connexion.

Any thoughts are appreciated.
