If I remember correctly, courtesy notices are set to be sent X number of
days before an item type is due. This allows you to send notices for
either 21 day material or 10 day material at different intervals.
So, the answer in my mind is "maybe". If you start courtesy notices on
3/1 and the material is due 3/4 the student will get a notice. If the
material was due 2/28 they will not.
This, at least is how it appeared to work for us.

Subject: Courtesy notices

Hello Everyone:

At the University of Miami we are almost ready to implement courtesy
notices, and I wonder if anyone knows if the system will send courtesy
notices to patrons with items that were checked out before the courtesy
notices were enabled. As an example, a student that checked out an item
a month ago expecting a courtesy notice to remind them, will it be sent?
Or will only be sent to patrons that checked out items after the
courtesy notices were enabled in the system.

Thanks,
