Record loading in Millennium

Apologies for cross posting.

If you don't have the "OCLC via the network" product, how do you get
your records from Connexion to your catalog?  I've heard conflicting
things on this from III and don't want to buy a product we don't need.
Specifically do we need "OCLC via the network" to load records from our
desktop into the system.  I've seen this done in workshops and demos but
am unclear if this is normal Millennium functionality or something
additional.
