I don't think the issue is about fines (correct me if I'm wrong), but rather
the time frame of the notices. For instance, if a library is closed for 2
weeks, and the notices are set up to run once a week, then that means 2
notices would have been sent. The system still think that 2 notices have
been sent, even if you just printed/e-mailed one notice after that 2 weeks.
It really should be an option that can be turned off/on based on the
library's preference. Anyone else have an opinion out there?

Have you checked your Circulation System Options? We have #57
Fines/Bills: Charge fines for days closed set to "NO" on our system and
have never in 10 years experienced the situation you describe. We're
still on INNOPAC (but not for much longer) but that shouldn't make a
difference.
