Jeff,

Here's a search strategy for creating the file you want.

From the bib record, search for:

MARC tag 650 2 "not equal to" blank

AND

MARC tag 650 0 "equals" blank

The first statement will retrieve all records that have MESH headings, and 
the second will eliminate the ones that also have LC headings.
