Yes, that is correct. Microsoft contracted with a 3rd-party vendor to
create/license the Arial Unicode MS font. Originally, Microsoft made
the font freely available on its website, but the 3rd-party vendor got
after MS about violating the vendor's licensing restrictions on the
font. Subsequently, the font became available only in the MS Office
suite, where licensing could be restricted to paying customers.
