Unintentional 028 overlays

Hello all,
Recently, my cataloger has noticed that sometimes our new OCLC - derived
movie catalog records have been overlaying existing movie records in our
database. The common denominator on these overlays has been a matching
028. 028 numbers can be searched in our system, so we can prevent this
by doing a search on the number before exporting. It is not clear from
the literature that we have read that there is a way to automatically
prevent this from happening, although I think there must be. 028
numbers are so short and arbitrary that overlay issues are bound to be a
regular problem.
I would appreciate anyone's incite on this issue.
