Relating Briefcit.html to Brief and Browse wwwoptions

Hello,
   I need to understand the relationship between the briefcit.html file 
and the Brief and Browse options in the WWWoptions file.  Does the 
presence of briefcit.html override Brief and Browse?  I've read the user 
manual a bunch of times and can't seem to pin this one down.  If any one 
out there knows I would be grateful!  Thanks,
