Limits on Single Patron

Good morning all:

Is it possible to assign a borrowing limit to one individual 
patron record?

and

Is it possible to limit borrowing by an individual patron to 
his home library?

One of my libraries is having some difficulty with an 
individual patron.  The lbrary would not like to impose 
borrowing limits on all of its patron, nor would they wish 
to restricit general borrowing by its patrons from other 
libraries.

Our former system was a bit more flexible.......
