does no timeout affect opac license use ?

Folks,

Can someone please refresh me on how opac licenses are tracked in the 
webpac?  (Something about a session of some time ties up a license for a 
certain time?)  I'm asking because we're considering eliminating our 
TIMEOUT  wwwoption since folks are connecting to more and more full-text 
stuff via the webpac and then coming back to a timed-out session.  If I 
have no timeout, could I be at risk for having too many of my licenses 
getting tied-up?
