Bib vs. System Patron Holds

Hello,

Any comments on the benefits of BIB vs. SYSTEM level holds when it involves
patron-initiated OPAC holds?

I'm having trouble understanding what is different about the two. I know one
is bib-level, the other item-level. Don't bib-level holds become item-level
holds when an item is (or becomes) available. Does the Automatic Transfer of
Holds apply to System level holds?

Any clue? Thanks,
