I think the problem is the milup file that you are using. Starting with Phase 3, you need to use the milup141.exe file that is available on csdirect. The problem we had at Toledo was that when we went to upgrade from milup131 to milup141, the icon and the shortcuts were different. People went back to the original icons and this led to people getting recurring messages about downloading the new client. This lead to lots of fun for people all over the library!
I would try using the new Millennium Environment file and see if this does the trick. Here is the direct link to the CSDirect page that has all the Millennium client software for Windows (Password Required):

If you are not on Silver or Phase 3, I would check the DOS box to see where the install stops and let the helpdesk know.

I'm trying to download and install the milup131.exe (Millenium
environment for Windows) to a computer running Win 98 SE. Everything
appears to be fine -- the installation looks successful -- until I try
to run Millenium. I get the first password request, then the menus fail
to build -- i.e. I see the progress bar but no progress is made.
Any ideas?
