Silver introduced a new webserver restart.
We had some beta experience and took a look.
The original restart issues an internal UNIX kill -9 (basically terminate
with extreme prejudice)
A bit Excessive when the most common restart is to make a configuration
change. The new one sends the server some kind of a polite request. From the
pattern I hear reported it sounds like it may be waiting till it has a break
in use?
